Rieger forming mandrel. It has a pointy end that will helps you forming the reed easily. The focus of this mandrel is at the starting point and at the end...I tried to not make this sound inappropriate but forget it.
The tip-tapered end of this mandrel will help you ease the insertion into the tightly closed end of an unformed reed. But at mid-way it gets wider to helps form a round tube. This mandrel will not make the reed bore conical, if you know what I mean.
